Washington City man faces animal cruelty charges

A Washington City man charged with misdemeanor animal cruelty was due in court Tuesday. Russell Hardy Smith, 50, was charged Jan. 5 in Washington Justice Court with cruelty to animals, a class C misdemeanor, and having too many dogs, an infraction.
